What it does
Show Notes reads the shows you already follow and gives you a written briefing, so listening becomes the thing you choose for the episodes worth an hour. Sign-up is an email address, and the first digest arrives without a password or a card being involved.
It is closer to a personalized newsletter than to a podcast app, and it works. It stays listed here because the shelf should show everything, including the products that shipped and then sat still.

Does it replace listening?
It replaces the listening you were doing to find out whether an episode was worth it. The link to the audio is in every summary, so the episodes that deserve an hour still get one.
How is this different from a podcast app?
A podcast app is built around a play button. This is closer to a personalized newsletter that happens to be assembled from audio.
Why is it listed as quiet?
Because it is shipped, running, and not where the hours are going this cycle. Showing the whole shelf means showing the parts that are not moving as well as the parts that are.
